It has to be Kaoru Mizuhara (Misao Kusakabe) her voice is just so cute, I love her accent.

I will have to add Yukari Tamura, Nanoha's voice actor, because she did a beautiful job portraying the cuteness of a magical girl. Asami Sanada did Vita's voice very well also, almost even better than Rie Kugimiya's voice for tsunderes.

(Yukari Tamura voiced two SaiMoe Japan champions, that's quite enough proof that she's epicly cute.)

But yes, I will second Yukari Tamura, plus however many other times she's been mentioned in this thread.
I've probably also said Yui Horie here, but I'll say her again in case I haven't.

For the longest duration .... Yui Horie (Ayu:Kanon, etc) and she's going to LOOK as cute at age 60 as she does at 31ish.
Chiwa Saito (Becky:PPD and Hazuki:TMP) has the razziest little voice of cuteness.

However, Kaoru Mizuhara's (Misao Kusakabe:L*S) voice nearly kills on contact its so cute.
And Aya Hirano (Konata: L*S) has a voice that's almost as dynamic as Saito's voice.

I'd have a longer list but we're focusing on *cute* ... I'd have to say Kaoru's "Misao" voice is just short of driving people insane in a good way.

I must give a vote as well to Chiwa Saito, I totally adore her voice and she's played many characters I like very very much.

Such as (in inclusion to the ones Vexx mentioned, though those were probably her cutest roles) Subaru from StrikerS, Lavie from Last Exile, Aika from ARIA, Senna from Bleach: Memories of Nobody, Yui from LS and Carol from Baccano.
