I think the Character powers, match-ups, and ratings thread is meant to discuss all possible future power-ups of the characters in DxD. If not, then I second kusabi's suggestion. Actually, we'd need a thread to discuss all character power-ups in general.

Edit: Since that looks like it's the thread to discuss character power-ups in DxD, 'Character powers' should probably be changed to 'Character power-ups'. The latter still allows for the discussion of pre-existing powers. And if it talks about future character power-ups, it might need that Speculation/Theory tag at the front of the title...

I changed "powers" to "power-ups" if that helps better describe/set apart the thread. You can speculate in that thread if you want, and also discuss what's already happened.

Is it still worth creating something for Vali Team, or is this good enough for now?

You can find the list of threads here. It should be relatively browsable on most modern smartphone browsers (though it isn't mobile-optimized in particular).
