from what I remember, both Baal and Belial were regarded as low-level Demon Lords in the books.

Not really for the Ars Goetia which is the origin of the 72 Pillars in DxD, Bael is no. 1.

Bael is always considered a high tier when regards to demonology as it has roots from Gods in other myths. Never as something to be low level.

Belial is just considered to be important in the context of DxD solely because of Diehauser being the champion of the Rating Games.

Well, they do have a Maou come from their clan. Other than Beelzebub-sama, there is no devil stronger than him. Hell those two have gone beyond being devils.
