The terror plot done by Storyteller aka the Prime Minister was done to reduce Western influence to make Japan a "true" independent nation. He was also a survivor of the Second Pacific War when American planes bombed Japan, which made him angry. Otoya's mom also makes an appearance, who was married to the Jesus-like cult leader as part of the PM's plot.
They both die when the PM gets pushed off the Neo Tokyo Tower after being "persuaded" by Otoya that people can change, even after what happened in WWII.
Everyone involved in fighting off Storyteller is alive and well, but the terror moles in the JSDF are still being hunted down. Maya's still in hiding since her backer's long dead.
Kind of thinking about it, the terror plot sounds like something Japanese right-wing extremists would do if they want a "true" independent Japan free from outside pressure to make its own decisions.
