The Most Sexually Explicit (Non-Hentai) Anime
There is a fine line between high art and pornography. This is common knowledge.
In anime, there is an ESPECIALLY fine line, since many "hentai" productions have some very artistic qualities. Still, when most people think of "hentai", they think of shows like Bible Black or Night Shift Nurses - shows that center around sex, sex, and absolutely nothing but graphic, explicit sex. These shows are easily classified as "hentai". But how about those anime that really, really push the limits? Some examples: Wicked City Ebichu Ikki Tousen Kite Urotsukidoji Golden Boy (although the manga is FAR more explicit and arguably pornographic) Futari Ecchi Adventure Kid Anything by U-Jin Aki-Sora Canvas ~Motif of Sepia~ Agent Aika Fencer of Minerva Knights of Ramune Maze Sin of the Sisters Kekko Kamen There's also many pre-hentai anime from the '70s that might be considered "hentai" today, like Belladonna or Cleopatra. What would you consider to be the most sexually-explicit anime (that isn't hentai)?

Kite - Director's Cut is a Hentai, well to me anyway
Legend of the Overfiend is definitely hentai, Fencer from Minerva is also Hentai, Adventure Kid, and some others. Just because it has some "story" doesn't mean it's not a hentai... If you really wanna look at it, La Blue Girl has several linking episodes with plot as well. Bible Black, Harvest Nights, Angel Blade, Beat Angel Escalayer, Desert Island Story, etc etc... I can go on and on, since I have hundreds of gigs Kiss X Sis is very explicit, but it's an ecchi anime. So is Kodomo no Jikan.

While there's nothing sexually explicit in it, Agent Aika (and the recent Agent Aika Zero) wins the prize for most panty shots in an anime
(Although some have said it's rather a panty advertisement than an ecchi anime )

I think the way you phrased your initial post, focusing on the so-called "fine line between high art and pornography" is a bit strange.
When it comes to anime, this "fine line" is frequently instead between "censor-acceptable ecchi content and outright pornography". Those are the "limits" being pushed most often. Not much to do with artistry.

The completely uncut version is one of those OVAs that's really hard to classify. It's too graphic to be regular anime, but it's too unpleasant and doesn't have enough sex to be hentai. It's truly in a league of it's own.

If genitals and intercourse is explicitly shown, it's porn. No if's and's or but's about it. Showing alittle nudity and quick 10 second softcore sex is another story, it'll just be a rated R film. This is universal in any country you live in. There's some minor exceptions in earlier hentai's, like softcore porn of the earlier days, where they try to go around censorship by hiding, rather than censoring.

^ Soft porn is still porn to me, dunno how others look at it. Most explicit anime would probably be Kodomo no Jikan, can't think of anything else atm.

Porn is defined not just by intercourse, but by penetration in general (including the use of sex toys).
No clearly visible penetration = *not* porn. Off-screen sex, if it's so dark you can only see outlines and anything else where you can't clearly see any penetration is *not* porn. Showing genitals alone is not porn either.

Porn is generally defined as being:
Paper-thin plot, or no plot at all, horrible acting, horribly unnatural sex scenes. Particularly when the porn is lesbian, it's all wrong--it's all designed to make dicks hard, and not indicative of what actual lesbian couples do. I know the actual definition is "there's penetration," but I'm not going to pussyfoot around it like the OP. Give me (lesbian) porn with plot! And the plot can't be "this is how they ended up fucking."
