Consistancy of animation quality.

I have to give credit to where credit is due... the animators! This being a very long running series I am very surprised to see how consistant the animation quality is. So how does this series stay so consistant while another series such as Naruto is so inconsistant on the animation quality?

How many teams work on One Piece? Because I haven't really been able to tell the difference of the teams if their are any. I guess this series just has much more talented people working on it huh?
