When I installed Server 2012 courtesy of DreamSpark the other day for testing purposes, I discovered that CPU power management was completely broken. My 3570K @4.4Ghz was being throttled to 2.2Ghz Max, yet Window Task Manager seemed to believe that 2.2Ghz was actually 5.6-5.8Ghz...
If you are seeing a similar issue, try setting your Power plan to High Performance and install xy-VSFilter for good measure. That fixed my performance, allowed my CPU to throttle itself correctly between 1.6Ghz Idle & 4.4Ghz Max. If your motherboard manufacturer has any updated beta bios available, you could try that as well.

Not aware of throttling... Not happening to me.
If what cyberbeing suggested doesn't work, you might want to try using Throttlestop. Though, I don't think throttling is the problem. Hi10p should be perfectly playable by a quad core Core i7 even at 2.2GHz, except for heavy subs. That's still quite a bit faster than my system running normally, and I can play Hi10p just fine. |

Yes, in my case it was hi10p with an extremely heavy subtitle sample which was failing to playback in real-time in some parts with xy-VSFilter, until I fixed the throttling issue.
Problems like I experienced are usually some sort of incompatibility between the motherboard BIOS ACPI interface and Windows 8. But since it's always worked fine on Windows 7, I wouldn't rule out a bug in Windows 8 power management which affects some systems. Other things you could try _ Disabling dynamic tick from an Administrative CMD prompt and rebooting: bcdedit /set disabledynamictick yes _ Install all Recommended Updates from Windows Update, most importantly: General Availability Cumulative Update Cumulative Update: November 2012 _ Ensure that you've installed up-to-date Windows 8 drivers for your GPU, Sound, Storage, USB, and Intel Chipset from each manufacturer. _ Extract LAV Filter 0.54 on top of the LAV files in your CCCP directory, open the CCCP settings application, Reset Settings & Re-Register Filters, enable LAV Video. _
