Not too sure if this is the place to post it, but i'll start something anyway. Since it looks like ep5 marks the end of the first arc, and possibly the first volume, I'm guessing establishing a positive culture/law enforcement would be the focus of the 2nd one.
Unlike the "sidequest" about Serara, this upcoming one is happening in his own backyard. Shiroe can't really use the same "hit and run" tactic again since there's really nowhere else to run. He has to revamp the whole problem from the ground up, and not let it happen again, not to mention find a place to take care of all those "orphans". It's gonna be interesting to see how the story will progress. If the Serara arc is all about introducing the viewers to the world and the system, I feel like it's this upcoming arc that is going to set the tone for the remainder of the series.
