I think that, from a Japanese viewer's perspective, it probably just wasn't necessary to explain the time skip and 'change of the guard', because it can be easily surmised based on common knowledge. As you've indicated, it's just one feature of how the Japanese school system runs -- students only participate in 'club' activities (the student council is typically considered one such club) until the final competitions or events of their third year, which fall anywhere from about June to October. For student council members, their final event and task would be planning for and running the election. After that, they start preparing for uni entrance exams in January and February.

2nd week of October, actually. The date was shown to be Oct 10 on the calendar that they had up on the screen when Rin started explaining the details of the competition. She also mentioned that there were 3 weeks until the date of the competition, which falls on the last Sunday of October.

4. Great Asian Alliance = Union of China and Korea
Unnecessary and unfeasible. Given Tatsuya's decision to follow her home since she didn't have any guards, I would vote for the stupid character answer. Although it did provide a convenient opportunity for any Tatsuya fight scene, didn't it? So maybe I'd also vote for plot contrivance.

If it wasn't for the fact that Tatsuya can't have great emotions, I would say Tatsuya was a bit peeved that the sniper got a shot in on him.

See how Miyuki reacted when saw Sayuri. At first i thought she was just trying to make Sayuri jealous. But i guess she was just assume Sayuri not there, and always been acting that way at home

Relaxing episode.
Just like the very first episode of Nine School Competition arc, this episode is a good cozy episode to start, in my opinion.

While Miyuki was listening to Tatsuya's explanation in the beginning of the episode, Miyuki just put herself lower just to be pet by him.
What if anyone sees that?
Many admirers look up to "Magically Pretty and Beautiful Bishojo", Shiba Miyuki is actually an brocon who always shows her shiny appearance and cute little sister offered only to his brother.

Sayuri, she is not really acting like a stepmother as I thought she was, I guess Miyuki wasn't happy with Sayuri being a new mother is because of Sayuri is all business and not family.
Not because stepmother's existence.
Miyuki would be happy if Sayuri is not chained to Yotsuba and Four Leaves Technology.
And as far as making Tatsuya quitting Magic School really ruin Miyuki's high school life.

Self-Defence-Force (SDF), it looks to me it is actually a Self-Magic-Force (SMF).
What is so Self Defence Force about this organization?
There is no way I'm call this force, Self Defence Force, ever.

Tatsuya, is he really not romantically in love with his sister? I begin to doubt his true feelings.
Just marry her if you do not want to upset Master Clans any further, since Miyuki is from a Master Clan.

Well, we can assume that the military make the request in a private conversation and i don't think crime is very common in the mahouka world to begin with all the improved transportation and security of the future so i think it made sense within context of the story that she would be unaware if the great asian union got a private tip from somewhere.

Could be either or both.

She kinda had a good reason not to take guards - the fact that the siblings' home houses an "important" family is secret, so security has to be discreet.

Did she really have a good reason to take the actual relic there? Not really. I mean, I suppose it provides a greater enticement for Tatsuya to have the real thing before his eyes, but that doesn't justify the risk.

But it conveniently puts it in his hands after giving him a chance to show off both his ability to see the future (how did he know not only that she'd be attacked, but that it'd happen close enough for him not to miss dinner?) and his combat ability. Did you see how they tried Cast Jamming before trying to shoot him? I'd have tried bullets first. They work on more people. Or both at the same time, if possible. Anyway, good reminder that nothing really works against him. Except a bullet to the head, which is why he was lucky, in addition to everything else.

Maybe they might just go 26 episodes without explaining how Tatsuya's magic works at all. It really just spells a lack of effort on the staff's part when they have had multiple chances to do so in the past episodes.

Super-fast pacing to set things up but things still felt slow to me. Hope next episode brings something more to the table.

I know 2 months have passed, but I would have liked to see how the students currently react to Tatsuya after the competitions. He only interacted with the people he has always gotten along well with this episode, as far as school was concerned.

Also, shouldn't Tatsuya have figured out that there is no arguing or giving excuses when someone asks him to enter a competition by now? They will always say, "screw the whiners; we want to win."

While I'm sure Tatsuya will do well, remember he's not lead. Ichihara is. And she kind of implied the real reason she took him was the other leading contender was someone she ... ah ... did not get along with.
