Yuudachi has the highest firepower so yeah but Shigure kind of fell behind recently against Hatsushimo and even Akizuki when Shigure's good points were her luck and her Anti-Air...

As far as those who appeared in the anime are concerned? Yes. Shimakaze have good evasion and her specs are good all-around. Fubuki was a plain common and starter ship until her second remodel.

Now back to the anime. I can understand why the director have chosen Fubuki as the main character. The poor girl is considered plain and unnoticeable by fans and non-fans mostly came for Shimakaze (and the Kongou sisters) anyway. However, her "plainess" allows her to play the straight man of the base in the "not-quite-absence" of the Admiral to deal with the antics of the quirkier Sendai sisters or Kongou sisters to name a few. It does help that her voice actress and the anime staff made her much cuter.

Isn't that actually Zuikaku? I remember people saying that according with a magazine interview Zuikaku was going to be in the anime because she is the director's favorite.

Fubuki is apparently also the director's favorite.

Hatsuharu and her sisters(Nenohi, Wakaba, Hatsushimo) need more screentime, but sadly her VA isn't on the regulars.

Actually, I think you are confusing the anime director with the game producer, Tanaka.

Specifically, one of the main points of the anime was "to increase Fubuki's appeal".

In this aspect, I think separating Fubuki from her sisters, and instead teaming her up with not only Destroyers from different classes (Mutsuki, Shiratsuyu), but having differing personalities helped quite a bit, as it gives her perceived generic-ness outlets to bounce off on. Never mind getting put under the command of the Sendai sisters...

Didn't Tanaka also take part in the anime also?

Only as an input. Tanaka isn't listed as part of the storyboard whatsoever, so I don't think he has any major involvement with the anime.

Why does Fubuki get a lot of attention from other ship girls as "special type destroyer"? I thought Akatsuki-class destroyers are more advance model based on Fubuki-class.

Is it because she is the first one of the advance series?

Fubuki is the first "modern" destroyer.

The Fubuki class has been called "the world's first modern destroyer." The Fubuki class not only set a new standard for Japanese vessels, but for destroyers around the world. At a time when British and American destroyers had changed little from their un-turreted, single-gun mounts and light weaponry, the Japanese destroyers were bigger, more powerfully armed, and faster than any similar class of vessel in the other fleets. They remained formidable opponents to the end of World War II, despite being much older than many of their adversaries.

Correct. Fubuki was the first "tokugata". When she was commissioned she practically revolutionised the class of the destroyer. At that time she was the most powerful ship of her size in the world.
