He could use it then, but not control it. Every time he did use it it shorten his life span, also there was always a possibility of harming/killing an innocent. It was until he fought the kyuubi that he can use it's full power (and even then he must be careful how he use it). So in the end he still had to work for that power.

Eh, sasuke could be stronger if naruto didn't have the nine tails but that doesn't mean naruto would be weak

No one has noticed that naruto worked for his skills and power?

Just the nature of how sharingan works. Would you prefer a training arc for each time he powered-up? It's not like he increased his strength without sacrifice.

to say that Naruto is only strong because
of the nine-tails, I mean it's his damn
gimmick, ofcourse he has to rely on it to
some extent, just like Kiba with Akamaru,
Kankuro with his puppets, Gaara with his sand,
and Sasuke with his sharingan, ofcourse you'll
find that if you remove all of those they will all
become significantly weaker.

Yeah... no. Ignoring the fact that recent chapters have shown him using the Kyuubi's power almost exclusively (and with good reason, given its power and relative lack of consequences to use), Naruto has shown himself more than capable of going toe to toe with Kage level Shinobi using just Sage Mode and his other skills. The Kyuubi's power definitely makes him one of (if not the) strongest characters in the manga, but he's far from helpless without it.

That said, it's a tough call who's stronger between him and Sasuke. I'm extremely hesitant to say one way or the other right now, since we haven't seen what Sasuke's EMS can do, nor have we seen the completed form of Naruto's Tailed-Beast Rasengan (though I will be disappoint if it doesn't turn out to be a handheld nuke <_<). Given their current levels of power with regard to how we last saw them Naruto is probably the stronger of the two technically, but between the MS and Naruto's relative inability to combat Genjutsu it's a tough call.

Ehh, wouldn't be much of a climactic fight in the end if they weren't perfectly matched though.
