While Koichi seems to be the main instigator, Maya definitely has issues with him as well. The bit with Shippou was, in my opinion, Maya getting in a petty gotcha after her primary attack failed. I assume we will get more information on the relationship between those two in future novels.
Other way around, Gouki seemed to only care about Masaki be happy and that stuff about incestuous marriage meaning losing genes for the next generation is just the excuse he has to try and get Masaki into having a chance

Disclaimer: this post shouldn't be against the 'detailed summary' rule, half of this at least is my guesses.
Kudou took the bullet for Saegusa even though by all appearances Maya got hold of all incriminating evidence about Koichi allowing Zhou in, allowing anti-magician propaganda and so on it was enough to kick Saegusa out. This was because Kudou Retsu thought the main 10MC forces in Japan was Yotsuba and Saegusa, if Saegusa's gone Maya effectively rule Japan's magicians. For the sake of balance of power Kudou decided to save Saegusa in order to have a counter for Yotsuba, and his family was a good enough scapegoat given that Kudou also had a hand in all this.
Not that it did much though, according to the spoilers I have Maya effectively have everyone on her side bar Kudou and Saegusa, given that nobody went against her when she said it's Miyuki's choice who she marries and others only added their views after Maya allowed Masaki the chance to try

That was by no means a petty move. It was all calculated taking into account the fact that Shippou have a history with the Saegusa to keep Koichi in check.

-January 2 of 2097 D.C. a letter was sent to the 10 MC, was Maya and the content says Miyuki is the next head of the clan and Tatsuya her fiancee. The most surprised about that is Masaki Ichijou.
-Conversation between Masaki and Gouki, Masaki try to avoid the question about his true feelings.
-Gouki tell him the news about a message from the Yotsubas, and about Miyuki and Tatsuya. Masaki says thatis impossible cuz they are siblings but the info says otherwhise (Tatsuya born from one of Maya's ovule).
-In the end the info doesn't matter because Maya is denying the rules of the 10MC so in the end Gouki is going to do something since Akane is whe next head of Ichijou clan.
-Koichi's suspicions about Miyuki and Tatsuya are real, including the info about the 101 and Incandescent halloween. Retsu's fears are true, the balance of power among the 10MC is broken and its too late to do something
-Maya use her best card and she ended every possibility of problems when she makes the info about Tatsuya and Miyuki public. Nobody can go against her and the Yotsubas. Ichijou's request is just a new card for her to make something different.

-Mayumi is nervous when she talks about Tatsuya, Koichi tells her if she likes Tatsuya and the age difference is not a problem. Kazumi moans about that, same for Izumi because both thinks that should be something negative for Mayumi (everyone can see her as a hussy girl).
-Conversation between Koichi and Gouki, they talks about Miyuki and Tatsuya and both agree with an alliance just because they want Tatsuya/Mayumi and Masaki/Miyuki.

-Tatsuya, Miyuki and Minami goes to a house prepared by Hayama on Tokyo. Yakumo ask them to go to the temple.

Yakumo is the good guy here and he doesn't want to interfere with Miyuki and Tatsuya.
-Tatsuya goes to the main base of the 101, random conversations with Kazama (he's the new commander instead of Saeki). Everything on spoilers is true about this conversation.
-Kazama ask to Tatsuya if his actual situation is a problem for him to stay with the 101, Tatsuya said it isn't.
-Kazama talks about the inestability of the actual world, different wars and conflicts around the world and Tatsuya ask if anything is going to change for the 101, Kazama says "no" and includes a little info about the Defence Forces and how are the organization works.
-Tatsuya talks with Fujibayashi and she mentions his dead fiancee, this guy die in action on the Okinawa battle, she joins to the arme just as a distraction of that pain.
-Shizuku tells Honoka about the news of Tatsuya and Miyuki's engagement, Shizuki knows about the info from her mother.
-Honoka try to run away and Shizuki tries to contain her, then both stay on the floor. Honoka ask for pardon and both go to Shizuku's room, Honoka cries and thinks about the lies from Tatsuya and Miyuki (he said they are siblings and Miyuki said she's her friend).
.Shizuku mentions a different option, being Tatsuya's mistress after he marry Miyuki. Honoka needs to choose a path and she's not going to surrender now, she wants Tatsuya at her side but neither she wants to be the one to receive his affection.
-Honoka stay into Shizuku's arms, both lay on the bed.
Chapter 2

-Tatsuya, Miyuki and Minami back to the school, early as always. Tatsuya and Miyuki were called to the Manager's office Momoyama Azuma and his assistant Yaosaka. Both complains about the news and ask if they falsified the info.
-Momoyama is the one reluctant about that but Yaosaka tells him to calm down because is pretty normal between the most important clans. And he tells to Tatsuya and Miyuki to keep their interactions limited even if they are now engaged.
-Tatsuya is walking to his classroom but Erika and Leo calls him, the mood inside the classroom is really hard, even Mizuki and Miki avoid any kind of contact with Tatsuya.
-Everyone on the school avoids Tatsuya, even his friends but for him that doesn't matter because he's not interested on any relationship with other people aside Miyuki. Tatsuya then goes to the studen council but the door is locked and inside the room are Honoka and Shizuku, then he goes to the roof were Miyuki is waiting.
-Miyuki and Tatsuya eats their lunch in a lovely way, Miyuki even use her power to warm the atmosphere because is cold outside. Both talks about the bad mood on the school but Tatsuya said that doesn't matter and everything is going to get better after a while.
-Back at home Tatsuya talks with Maya about what is going on and he tells her about the reunion with Momoyama, Maya informs about the letter from the Ichijou clan and the problem with the engagement. Then Maya says Masaki wants to marry Miyuki but immediately she turns down the proposal, Tatsuya scold her for that. Maya said she don't cares because they can't do anything, the only advice from her is "be patient".
-Next day Miyuki and Tatsuya noticed the change in the mood inside the school and that is because everyone fears the Yotsubas. Poor Minami is assaulted with tons of questions and Kazumi saves her from the horde of people asking questions.
-Again poor Minami is getting attacked by questions in the lunch time and again Kazumi helps her.
-On saturday Erika, Leo, Miki and Mizuki are together on the school. Erica faces Miki about his attitude toward Tatsuya and why he's so afraid of the Yotsubas, she tells him to stop that because everyone have secrets and even if Tatsuya and Miyuki are part of the Yotsubas they are his friends. Leo support that way of thinking
-Miki and Mizuki understand the situation because both think Tatsuya is their friend.
-Meanwhile the group deals with the secret, Honoka is the only one who stay with the bad mood. Here happens the conversation between her and Takuma Shippou and his attempt to confess his love for Honoka, Shizuki and Igarashi to the rescue. Everything on spoilers about this is true and yes Shippou likes Honoka.
-Conversation between Honoka and Shizuki at the mansion. Both talks a lot about what happened the last days and how Honoka still with a bad attitude about the news. Honoka knows she cant go ahead with her desition but she decides to show a different mood since the next week.
-Sunday, Tatsuya is at FLT. Tatsuya is on a room alone working on the project ESCAPES. The meaning of this project is very important because is a way to escape for magicians who do not want to be treated as weapons. This project wants to use clean energy and make that idea real. Stellar Furnace use water but isn't a good choice, using water from the ocean is the best choice because opens a new market leaving the toxic materials aside and the minerals.
-Tatsuya needs help, Stellar Furnace is going to be completed in 3 months and 5 months to the project in general. He needs the Magic asociation and the name of the Yotsubas can help him a lot.
Chapter 3
Spoiler for ch3:
-Monday, second week at Highschool. Something unexpected happens, Mizuki is the one who greets Tatsuya, with a weak smile but there is no bad intentions behind.
-Erika see this scene and aprove Mizuki's attitude. Then something happens, Honoka calls Miyuki because she wants to talk with her. Shizuku, Miyuki and Honoka goes to the student council room.
-Tatsuya joins to this group and then everyone eats their lunch. At the end of lunch time Honoka ask Miyuki if both can talk, then she said something in front of everyone, even Tatsuya, she's not going to give up on him and Miyuki says there is no way to go back and both face each other as rivals. Shizuku thinks this is a very dangerous path for Honoka.
-Conversation between Izumi and Minami, nothing important, they talk about how everything is calm now.
-Miki speak with Tatsuya as always, and then he mentions something strange happening the last time, lots of students of the 1st highschool receive some harassing photos. Tatsuya ask if this is something related to stalkers and Miki says no. This is probably something related to the pro-humanity movement, there are 24 cases at the start and now there are 36 and some of them with the police involved.
-Kazumi and Izumi talks at lunch time, both are very popular on school and they have their own group of fans, even Shippou have fans. This conversation is about how people use all this mess about Miyuki and Tatsuya to speak at their backs.
-At the same time on the Magic university Mari and Mayumi were talking. Mari makes some jokes of Mayumi being in love of Tatsuya and the probably engagement between those 2. Mari mentions the same public information everyone knows but Mayumi adds something, Ichijou send an official claim against the engagement of Miyuki and Tatsuya because the genetic union of them could harm the progeny. Mari hate that movement from the Ichijou because this is something normal inside the 10MC.
-Mari and Mayumi still talking about the possible proposal, arguing over and over. Mayumi clarifies she never saw Itsuwa or Juumonji as partners or in a romantic way. Something different happens with Tatsuya and that's why she likes him. Mari says she probably should use Koichi's plan because is what she wants but Mayumi refuses the idea.
- At the student council room Tatsuya receives an unexpected email from Mari, she wanted to talk with him about Mayumi. 5:55 pm of the next day they met each other and Mari go straight to the point and ask Tatsuya what are his feelings for Mayumi, he said she's a talented magician, then Mari asked about a romantic way, Tatsuya said "she's adorable" denying any kind of romantic feelings for her, then Tatsuya ask Mari if her question refers to some kind of sexual attraction, Mari blushes. Mari explains what is going on with the Ichijou clan.
-Tatsuya denies any possibility of marriage with Mayumi, he understand the situation. The conversation finishes with Tatsuya saying he's Miyuki's fiancee and he have zero intentions to break up the engagement, then he leaves the place.
Chapter 4

-The scene is placed on Berkeley, California and Raymond Clark is the protagonist this time, there is some explanations about how the USNA institutes works.
-Clark is one of the operators of the hacking systems ECHELEON III. This system is a backdoor of another system called "Hliðskjálf, there is an explanation about how this system works and the benefits of the same.
-This system is Raymond's favorite toy, the purpose of this systems is unknown and the operators are "persons". Raymond have 2 qualities to operate the system, fast reading and good memory.
-He's looking for incidents on USNA and then something catches his attention. Some missiles of the past era disappear during an inspection, there is something suspicious about this. He does not think about being a hero but thanks to this systems he can help others.
-On certain USNA base, colonel Balance was thinking about the missiles problem, the most important thing is they don't even know who's behind this. At that moment she receives a message from "one of the 7 sages" and then she understand the seriousness of the matter.
-Lina is enjoying the day with Silvie, both are very close friends since the mission on Japan. She receives a coded message from one of the seven sages, this message includes the parasite incident, the missiles problem and the connection between them. There is some explanatios about the balance of power between USNA and Japan, including the Halloween incident.
- The author of these crimes is the black sage "Jiedo Heigu" who escaped to Japan. Lina calls the colonel Balance to talk about this information, the true name of the black sage is "Gu Jie". Lina needs to wait to know who's going to do this mission.
-Scene of Gu Jie going to Japan. he's a political refugee of USNA since 2054, during that time he meets Zhou Gongjin on USNA. With the destruction of Dahan the only thing he wants is revenge against the Yotsubas.
-The captain of the ship tells him they're at one day from Japan and the deal is Gu Jie needs to teach him the magic of eternal youth but this magic is just something to keep the same looks, not to extend the life span. There is an explanation about this magic and the creation of some groups like Blanche, No Head Dragon, etc.
-Gu Jie is 90 years old, there is no much time left for him.
-On the STARS base in Roswell, New Mexico, Virginia thinks about the situation and send a message to Kuroba Ayako. This is to inform Maya about the recent events.
-On Japan Maya talks with Hayama about the missiles incident, but for her the main problem aren't the missiles, is the explosive inside them. After that they talks about the next meeting of the 28 families and the election of the 10MC, Maya orders to spread rumors about a terrorist attack.
-Gu Jie is finally on Japan with his puppets and it's using "Hliðskjálf" to search information about the 10MC. His goal is to assassinate the entire Yotsuba clan, and the next attack wants to damage their public image.
-The next day Balance meets Lina and Benjamin Canopus, here the spoilers are true. Is revealed Canopus have some connections with USNA politicians, there are some suspicious Heigu is one of the people helping this and the pro-humanity movement is involved in the government. Canopus's mission is to kill Gu Jie.
-Lina talks with Miyuki, obviously about the Yotsubas, and Tatsuya needs to know this. The conversation is about the safety of Miyuki and Tatsuya says there is no problem with that, so he tease Lina for a while and Lina suddenly say goodbye, going to the bed.
Chapter 5
Spoiler for ch5:
-February 4, the meeting of the Master Clan. Tatsuya and Miyuki goes to the Highschool because they were not invited to this meeting. Everyone is surprised about that, Hirakawa Chiaki heard this and starts throwing sarcastic comments, Erika confronts her asking for an explanations and Chiaki says it's obvious he's not going say anything because he belongs to the 10 MC, that's why he said the lie about the Yotsubas, Erika can't even deal with her.
-10MC meeting, there is a little description about each leader and their jobs. The next topic is to inform whether it has detected something odd in each territory, only Sagusa and Juumonji clans reports something strange related to anti-magic groups, Maya tells them about the USNA conflict and the terrorist attack.
-The next topic is started by Koichi. He asks about the dissolution of the engagement of Tatsuya and Miyuki, he does a large explanation of why he say that but he doesn't have any proof.
-Gouki joins to this discussion and proposes an engagement between Masaki and Miyuki. Maya refuses this proposal right away. In the end she accepts the possibility for Masaki to do something for Miyuki but the status quo still the same and the engagement between Miyuki and Tatsuya is not going to change. Koichi said he can accept Tatsuya into the Saegusa clan. Retsu make a summary about the situation, Miyuki can be courted by Masaki and Mayumi can to the same with Tatsuya.
-Maya releases all the information about what happened on previous volumes and how Koichi and Retsu are involved , everyone turns their back against Koichi who is cornered. Maya says the Stellar Furnace changes all this anti-magic wave, even Rozen changes his mind. This way Tatsuya gain some points between the 10MC.
-Retsu talks this time and he wants to liberate Koichi of all his fault, assuming he is the one who should be blamed for those incidents. The spoilers are true in this matter. Koichi and Retsu leaves their place in the meeting.
-Now the election of the new head of the 10MC is the next matter, Maya recommend Shippou for that job and everyone agrees with that, even the Saegusa clan.
-February 5, class E second year. Tatsuya, Leo, Erika, Miki are together, Takuma talks with Tatsuya about the recommendation of Maya and thanks him for that too. Spoilers are true here.
-Shippou clan is the new head of the 10MC, then they talk about a possible terrorist attack, 10:33 pm.
-2 pm, Tatsuya receives an urgent message about a recent attack to the heads of the 10MC, Miyuki, Kazumi, Shippou, Izumi goes with him too. Masaki leaves the 3rd high because he was worried about what happened.
-Katsuto saves the day with PHALANX, everyone on the 10MC works together against the terrorist attack.
-Tuesday, February 5 of 2097.
A terrorist attack happened on the meeting of the 10MC, 22 people death, 34 wounded. 33 people save, 27 of them belongs to the 10MC. This attack brings a wave of public reactions.

-Masaki and Mayumi begin their attack to win the hearts of Miyuki and Tatsuya, Katsuto, Masaki and Mayumi together with Tatsuya start the seach and assassination of Gu Jie.

I can't remember but did Honoka and Shippou ever interact in the early volumes? Shippou trying to confess came out of nowhere for me. I thought for sure the Shippou/Kasumi pairing is a shoe in.

To be honest I don't find it surprising because it was already stated in volume 8 clearly:
