Weird that the real owner of that room didn't utilize it as MC does, maybe they just meet high level monsters or never found people and thought it was a useless gimmick, they even had no heart and decided to rent it to unlucky people, if the tennant die in it the money remains with the renting company.
After all if you don't know of the rpg system maybe you don't even notice the level up bonus, or maybe other earthlings have low level cap?
Stupid plothole, unless is the usual MC destined to do that and the owner kept the room just for him, damn I hate MC destined to do one thing.

IIRC That Real Estate company went bankrupt after the deal with MC, Later MC meets the guy from company who rented him apartment again, Now that guy is working part time as food stall?, he's surprising that MC still stay in that apartment safe and sound, MC even introduce blond beautiful lady as his bride to him lol.

Yeah, the possibility of people just running away was high, after all I would avoid a unknown dungeon with a chimera in it at lv.1, MC is "lucky" to find it empty or with a lowly slime or meeting another person, as you said a company would try to take back some money in any way and rent it until the rumors just make it impossible to sell.
If the company gone bankrupt their stuff got sold at low price or seized right? MC was able to buy his house?

One thing I forgot before, the door to door saleman had no level cap too? Or the mc is one of the rare cases?
The agency giving away the dungeon would be explained even more easily if most people from earth have low level cap, it would be too risky to challenge the dungeon.
