If he does, then from what we saw from this episode, it'll be scary.
From what we saw from Akatsuki and the Treasurer Girl, the owner of an area can designate not only what skills you can use but WHO can use those skills. In other words 'Yeah, Log Horizon can use combat abilities. Hamlin cannot.' Then walk in and simply walk out with the girl and her brother.

I still think it's the Cathedral he's going to buy. Buying the Hamlin building doesn't really solve the bigger problem of Akiba. Hamelin could just go use another building. Buying the Cathedral pretty much puts everyone on lock down, as I highly doubt anyone wants to be the first person to test what happens when you can no longer enter the Cathedral, if Shiroe was to deny them access. Perhaps you just get trapped in some kind of limbo until you're given access again or perhaps you perma die/disappear forever. Either way I wouldn't want to risk it. |

Perhaps having that kind of leverage may be necessary to force some guilds to the negotiating table. Sometimes in diplomacy you have to have the unspoken threat of force to back you up and force an open discussion.
