I think it depends on what you consider sexually explicit. For me, I'd throw in shows like Lupin III: Mine Fujiko, because-to me-there's something sexual about them.
Or, in other words, to me, ecchi does not mean sexual.

Actually, only a little chunk of that so-called sexually-explicit anime that show nipples. They're usually faded out by fog on the bath, covered with leaves in the forest, covered with well-blaced towels, etc. And also, "sexually explicit" is a very subjective term to begin with. Take the famous quote that I forget who said "I can't tell you exactly what porn is, but I know it when I see it." Despite that, ecchiness and juiciness are actually refresher which make a show have more merit than if it were have none of such, yet another way to say that's it's not garbage sent to poison our society by the hentais in Japan

Whoa, no one mentioned Panty & Stocking with Garterbelt? The only thing that stops it from being labeled as hentai is the lack of on-screen intercourse that shows the genitalia, because it already kind of shows everything...
