You are so right about that. We both know that Akeno loves Issei,and even if he chosen Rias as his official wife, she not giving up on him. And as for Vali, he has no interests in women. Now that you mentioned it, Vali's only girlfriend is power. Plus he turn Koneko's older sister down.

Akeno x Vali is a 100% crack pairing, within the bounds of canon.
That being said, I can envision an AU Fanfic where that could "theoretically" work, but it involves Akeno being raised within the Fallen Angel faction (perhaps, Azazel finally decides to take Akeno in directly, and against Akeno's will), and being Vali's playmate back when Vali was being raised by Azazael. However, this is 100% AU, blows canon up to bits, and leaves Rias Queen slot open. It also means that Akeno first appears as an antagonist in the same way Kuroka first appeared as an antagonist, as one of Vali's followers while Vali was in the Khaos Brigade. She would then be humanized and brought over to the protagonist side, much like Orphis or Vali and his crew had been. It would also make Akeno the inverse of Raynare - appearing to Issei as a cruel Sadist on the outside, as an enemy, but once the DxD crew knows her, proves to be a faithful friend and heroic on the inside. Whereas the reverse was true when it comes to Raynare. I can also see her being Rias opposites of sort in this new AU - and in the same way Issei and Vali become bros, the same process happens between Rias and Akeno once Vali's team becomes "good". I can also see Issei initially mentally filing her as the same kind of Fallen Angel as Raynare, and Spoiler for Yet to be animated plot points spoiler, though Born Episode 9 opened this issue up ahead of time:
Alas, this is the realm of pure fanfiction, and not canon, and demonstrates how fantastic Vali X Akeno is within the narrative logic of DxD canon. As such, Vali x Akeno is a pure crack pairing, and any fanfiction that tries to ship both together would first have to discard the stations of canon completely. I don't know. But I do know this. Akeno is willing to be apart of Issei's harem. As much as I support Rias and Issei, I figured that Akeno won't give up on him as far as harem concerned. According to the light novels and Azure Priest from mangafox forum, Akeno managed to become Issei's third wife.
