When Rollo activates his Geass, it affects people, but not objects. The water keeps flowing when he stabs the guy below the academy. So there's no way for him to physically stop the explosion, which he already is caught up in as you can see in ashlay's screenshot, unless his power is more than just the people-mind-stop Geass.

I knew we were going to be having a ton more C.C. and Kallen scenes, but I still busted out laughing. Still though, it seems that Kallen wants to be included in any conversation Lelouch has with C.C.

Rollo; your time stop is so cheap and you will never be Nunnally or even close to it. Pissed me off, him celebrating his birthday on Nunnally's. It's also clear Lelouch shows regret over getting his friends involved and having their memories changed by the Emperor.

Man Rollo's geass is pretty hax in close range. Lulu made one of the most well know TV mistakes - If you want to shoot, shoot, don't talk.

maybe it's some sort of causation effect? since the water is affected by the waterfall that comes from water which isn't within the range of Rollo's geass, even the water in the bubble keeps moving?

Something interesting and I was wondering about was answered during the scene with Schneizel: Only the Emperor can give orders to the Knights of Rounds otherwise they are free to take independent action.

The way the stop is presented with Viletta and random dead guy #1, seems to imply stopping the mind or tricking it. This, however, doesn't explain the Vincent's ability to move out of the explosion in a split second, unless there's more to Rollo's ability.

It can't be a time stop, given the current situation. Well, I'm not sure what's going on either, tbh. It's possible that the flowing water is an animation mistake, although that's a pretty big mistake to make. They should be using it to make a point about his power.
