Rukia has to be vice captain level at least. For her to have been able to compete with an Espada, there's just no way she could be any lower. Ikkaku is captain level and he got demolished by a teen arrancar before he went bankai. It's true that Rukia tends to win her fights because of flukes, i.e. her opponents making stupid mistakes, but that's because frankly she never had a chance to fight anybody until the arrancar arc, where the opponents are all bankai level or above. Vice captains are pathetic on that scale, and Rukia does pretty well considering.

Dude where do you get that Ikkaku is at the level of a Captain just because he has Bankai? I'd say Ikkaku is no stronger than Renji and he got owned hard by Byakuya just by using his bankai for a second.

I wouldn't say that Vice Captains are pathetic, you know there are a couple that just seem pretty friggin weak, but at the same they are always being compared to Captains, and I think in the manga it says that Vice Captains don't even compare to that off Captains.
