Considering that the origin manga already was gunning for moe (pun intended) in the first place, I don't see how changing the character design to be cuter would make it any "worse" than it already is.
Also, most manga designs don't survive the transition to anime adaptation, so why's this any different? In any case, changes in character design do not translate to an objective decrease in storytelling quality nor tell us the direction the story will go, since those two are completely different matters. Calling it a "sellout" just because of character design changes strikes me as presumptuous to say the least.

there are a lot of changes in manga to anime designs, but they took to an extreme, funco doesnt even resemble their original, ok they improved the designs, but take working! for example, they managed to make characters recongizable from the manga still improving the designs.

This is one of the things that made me feel relatively lukewarm when watching Panty & Stocking with Garterbelt. I loved the Western influence, the characters, the art, the music, and general feel of things but sometimes felt the sex or toilet jokes were out of place or overdone. Mind you, this is different from straight 'ecchi', but I hope the point I was making still gets across. Also, the new art looks alright. For some reason FNC-tan's eyes bugged me.
