Shungo Ninomiya of Goshuushou-sama Ninomiya-kun is eligible, isn't he? The guy roundhouse kicks polar bears as part of his training. He also gets out of ropes by dislocating his shoulder and jumps out of a 4th story window.

And Hei/Lee Shenshun of Darker than Black, if I can figure out which name to use.

If the anime is on their list of eligible titles, everyone is eligible.

In Nanoha's case she is very Gar and obviously moe at the same. She is one the few MoeGar characters out there. Just look at my sig and Avatar. Name another magical girl that kick as much ass as Nanoha and name another Shounan hero that has less Emo moments the Nanoha.

I would nominate Balsa from Seirei no Moribito if I could, but unfortunately I'm using university internet and so can't participate.

Balsa is supreme awesomeness and she has more pwnage than all the male character in the show combined.

I wouldn't go that far, her foster father Jingroo is very Gar as well.

For me though, in terms of just awesomeness and strong impressions, Balsa wins by miles.
