It is something called a split cour.
So 1st cour (Episodes 1-13) for a season, skip a season, then 2nd cour (Episodes 14-25) on the next season.
This is for mainly stalling for time to animate episodes, getting budget and other pleasantries.

Random question, but from a spoilers point of view, is UBW pretty much covering the key points of the original, and once it's finished will all the big bombshell spoilers be out of the way?
