Context is important. From the quote, there is no direct evidence of on-going involvement since elaboration can certainly place over a couple planning sessions as they review Ubukata's framework. That's as little as a few hours of discussion.
We can throw around verbs like "refining", "perfecting", or "finalizing", but at the end of the day, they don't tell us much of anything (polishing what aspect? The story outline? The series composition? All the episode scripts?). In this case, Shiotani is tackling the question rather delicately.....there's assurance that Urobuchi provided guidance as they shaped the story, but there are no specific promises of close involvement. |

Yes, context is important, and other interviews have provided a general overview. First, Shiotani and Ubukata discussed ideas over several meetings (spanning a few weeks, perhaps) at Japanese pubs (izakayas), resulting in the themes and the basic story outline. After that, Gen was involved at pretty much two stages: one being what Shiotani mentioned in his interview, where they took that basic story outline and framework and worked it into the world of Psycho-Pass (NB: the phrase 練って練って is also important, because doubling up on words indicates that a fair amount of effort is put into this stage.). And the second, at a meeting (or meetings) about developing the scripts where, besides the supervisory role, he did also put out some ideas. These two stages probably spanned at least a few weeks too, if not more. Ubukata was the one who took notes, which he then used to iron out the series composition (sources: interviews I've read, and a detailed summary of this kind of information from 2ch).
I’ve seen people suggesting that ‘Gen is removing himself from all responsibility for what goes wrong’ in PP2. But he was just saying he’s not involved to the extent that some people might assume he is (i.e. being responsible for the overall plot who lives or dies; that’ll be Ubukata and Shiotani). At the same time, it’s not like he had no creative input, which is what some of you are suggesting. We don't know exactly what he contributed: just that he's not responsible for whoever dies. And the reason I say he has ongoing involvement - though by this stage in a far more ‘supervisory role’ - is that he's still involved in the world of Psycho-Pass, definitely more so than he is involved in the world of A/Z. Even if they are still using his basic outline and setting in the latter, that story seems to be evolving without him, whilst at the very least, since he’s also working with Shiotani on the Psycho-Pass film, I think he'd be kept in the loop of what's happening in the PP franchise.
