Hello. As far as I understand from the anime, Kiyotaka either studied in some special school, or was "rised" in some special project. Is there any information about this in the new volumes?

appears it may have been a government funded project. The headmaster knew about it and that is why Sakayanagi knows since she is his daughter and saw it for herself as a result.

You need to go to Bookwalker.jp not the global one it there in the home page which advertises new book release.

Edit: you want to buy it in Amazon Japan you need to change region which is a pain but first you need to sign up for Tenso.com first if you want a Japan address it free.
