Well, perhaps I have to make it clearer. It actually is fairly strongly indicated who is backing Blanche / Egalite from the shadows. This is the frame that was show during this exchange:

That's not necessary the only interpretation for the map.

The map was painted with three colors:
Red(China/Korea)
Green(Russia/Japan/SEA/Australia/West EU/some part of Africa)
Blue(Greenland/The whole America continent/East EU/other parts of Africa)

Considered that Blanche is international level organization and the map is part of the Blanche reports, I think the colors are more likely to indicate the frequency(or intensity?) of their terrorist activities.
Red probably means it got the highest number of attacks and Blue should mean low/no attack.

What I was wondering is if THEY are the mastermind behind Blanche why Russia still haven't entered Red? Or perhaps, Mahouka world might be different from our world?

(but well, Russia used to be their ally during WW2 too. May be the saying "there is no permanent enemy and ally in war and politic" is right. )

Yes, please. There have been some rather nasty things argued about the series online that I think are stretching. Not that Japan lacks a history of WW2 apologia, but I don't think it exists in Rettousei.

That's destined to be impossible though as madouka is to heavily backstoried and world building to not have these giant pink elephants in the room.

While I dont doubt it can get real ugly real fast, its more or less impossible at the same time to not touch on it.

The best we can think is parallel world syndrome but it is all going to turn back into sino politics because really... History aside, its still earth with the same neighbors and the same geo-polictical situations.

So after the short scuffle between the Kendo and Kenjutsu clubs, Tatsuya retells the story to the Disclipnary Committee and to his "circle of friends". Here, he not only prevents the short confrontation from escalating to suspensions, he also demonstrated his advanced magical knowledge by explaining how activation sequences can be used to nullify the effects of another spell, active or still in the magic activation phase.

No thanks to his actions in the said incident, everyone now has a reason to look at Tatsuya, and Miyuki is starting to worry. Regardless, Tatsuya meets Sayaka Mibu of the Kendo Club, and hears out her intentions about forming a coalition in light of suspicions of the Disciplinary Committee using their political powers merely to gain merits. Although Tatsuya was positive about Mibu's stand on discrimination within school premises, it seems that there's someone who just has the same aim: the anti-magic terrorist organization Blanche, which has slowly crept itself into First High.

Surprisingly, I have no questions for this episode. But I think Index and Railgun had the answer why, since there's also a paramilitary group in Index and Railgun (Skill Out) that has this same agenda, although their motives are more direct and their actions even more so.

Now, let's see if Mibu is actually a member of Blanche or a woman whose ideas of reform were twisted to Blanche's advantage...
