If he does, then from what we saw from this episode, it'll be scary.

From what we saw from Akatsuki and the Treasurer Girl, the owner of an area can designate not only what skills you can use but WHO can use those skills.

In other words 'Yeah, Log Horizon can use combat abilities. Hamlin cannot.' Then walk in and simply walk out with the girl and her brother.

And also he could set permissions to each door or area, like shown when Henrietta told Akatsuki she can't enter the storage room. Also remember the opening scene where he mentions the guilds use the storage and bank services in the guild hall? Now revoke Hamelyn's permission to their own doors and access to the storage/bank. And what do you get?

I still think it's the Cathedral he's going to buy. Buying the Hamlin building doesn't really solve the bigger problem of Akiba. Hamelin could just go use another building. Buying the Cathedral pretty much puts everyone on lock down, as I highly doubt anyone wants to be the first person to test what happens when you can no longer enter the Cathedral, if Shiroe was to deny them access. Perhaps you just get trapped in some kind of limbo until you're given access again or perhaps you perma die/disappear forever. Either way I wouldn't want to risk it.

The Guild Building I mean is where every single guild is located, bank inclusive (just watch ep07 before the OP). I honestly don't see how the cathedral would help with Hamelin, I mean they could do nothing, just sitting in their guild hall and collect money from the exp pots

Yup, if you don't die you never ever set foot on the cathedral, they'd just sit inside their guild room camping on their exp pots supply. Step outside into the guild hall hallway or lobby sell the pots, rinse and repeat.

Picture this scene if Shiroe buys the buildings including the Hameln guild:

*Shiroe and friends open door, come in calmly*

Buying something that will hamper Hamelin's activities, but what about other guilds besides Cresent Moon? Some of the stronger guilds are getting cautious when Shiroe buys the necessary building that conduct their business.

Perhaps having that kind of leverage may be necessary to force some guilds to the negotiating table. Sometimes in diplomacy you have to have the unspoken threat of force to back you up and force an open discussion.
