@Reaper actually Kuroka's bust size has not been said yet, in v14 however Ise gets to grope Kuroka's breast and he says it combines what's good about Rias and Akeno's so it is accurate that she may have the 3rd best breasts but for different reasons.

The new Dragon Magizine that covers High School DXD provided by Nom@n outline all the females breasts, height, and waists. Kuroka is 98 cm breasts, 57 cm waist, and 86 cm Height.

In latest Dragon Magazine, it says that Vali is 168cm tall and Kuroka is 161cm tall(BWH 98-57-86).
