Don't forget, Sengoku was pretty pissed about how WG is keeping Lv 6 escapees under wrap. He might simply didn't feel like dealing with the higher ups anymore...
As for Luffy's action, that's the thing. It doesn't seem like something Luffy would do. Granted it's a plan set up by Rayleigh but considering what we know of Rayleigh, that doesn't seem to be his style either, so there is definitely some ulterior motive...

All in all, this was a great episode. It served as the prelude for some big changes yet to come. I'm surprised none of the anime-only viewers commented on Kong and the gorosei discussing shifts in the balance of power. Since the anime didn't give Kong an intro box, it's important that you guys know exactly who he is. Kong was the Fleet Admiral back during Roger's era, and has now ascended to the rank of World Government Commander in Chief.

LOL The two most dense guys on the Straw Hat crew are definitely 1) Luffy and 2) Zoro. Although, I think Zoro kind of represents the fanbase for One Piece. We know there is something there, but we are not exactly sure what it is.
This was quite an informative episode for the first half. The second half was essentially all the crew members acknowledging that they understand Luffy's message. The marines were looking for Buggy and sent him a message. If I had to guess, I would think that they offered him a position as a Shikibukai (sp?), as one of the 7 Warlords. It would make sense, if he is allowed to keep his crew. They are very strong, it would limit their wildness, and he would be able to use them as enforcers to help the Marines keep order. The next scene has Kuma arrive. This one has a bible with him, so I guess he is the original. I thought they already replaced his brain? The question is, why is he there? He probably is looking for Rayleigh, but what for? To chase down Luffy? To inform them about where all the Strawhat crew members are? Or maybe recruit him for another purpose? Crocodile went to the New World as well, so that will be interesting to look forward to. Ok, to figure out Luffy's message. On his arm, there is a tatoo of 3D2Y, with 3D being crossed out. I did a little research, and in episode 400, Rayleigh mentioned that it will take 3 days to do the coating; hence, the crew was going to meet again in 3 days. I will assume that 3D stands for 3 Days, and it was crossed out, meaning not to meet again in that 3 days time frame. Next is 2Y, which I will assume means 2 Years. So his message is, "We will not meet up in 3 Days as planned, but instead, we will meet up in 2 Years."

I wonder what the government wants with Buggy. Lol at him thinking Rayleigh was his uncle. So the real Kuma shows up again, nice to see the gang still trying to protect the ship. So Crocodile is headed to the new world as well. Nice to see everyone's friends and family again. Best part was seeing Vivi again. Lol Zoro is the only one who didn't get it.

The Buggy stuff was pretty funny. I'd have to guess they made him an offer to be a new Shikibukai. I mean they have vacancies for sure and really can't see why they would contact Buggy otherwise. Now I'm going to assume most in the Navy aren't stupid enough to think Buggy himself is powerful, but the fact that his crew now has a lot of dangerous people. Besides with the number of open spots they can use one for him. Only so many that would decide to take up that position rather than be free pirates.
I feel for Zoro who has a tough job of figuring out Luffy's message. Of course the two guys who have been part of this crew longest are the slowest (Luffy and Zoro). I'm sure Zoro will figure it out. Though will Perona's arms last long enough ? Spoiler for Message Speculation:

It's only been 3 weeks since they fought Kuma and the two Admirals after the auction house incident . I forget exactly how much else, but the entire remainder of the 500+ episodes have taken less than 6 months. It's not like a lot of time has passed in the One Piece universe overall. The 46 episodes of the Enies Lobby arc only take 1 day 90% of the Thriller Bark Arc takes just one night.

The episode was nicely done, though I got to say, the anime pretty much spelled out Luffy's message compared to Manga, not only was Luffy's picture being given a lot more zoomed shots compare to manga, Vivi scene was also extended to specially points out the marks themselves...

So the rookies are all having a tough time. Law seems smart to not get into trouble yet. So Chopper said he's going to be staying for a while, i guess the speculation about the 2 years is right. Hopefully Zoro figures it out.

All I want to know is what happens now.. Are we going to have hundreds of episodes where they will train and get stronger until two years has passed in the anime timeline? .. I really don't want to wait till like 2015 before they're back to sailing in the New World -_-.

Don't worry, they already announced that the anime will enter New World portion on Oct 2nd. check the past 2 pages for detail. (I even have spoiler pic of the announcement & character designs just a few posts above.)

One Piece has never really been about showing the training that characters do, it's always about surprising the viewers with the results.
Toei and Studio Pierrot are different companies too, there's not even really a precedent for that to occur (as far as I know that is).
