How are OCZ PSU's on reliability? Antec, Enermax, PC Power & Coolling, and Silverstone are the only brands I'm familiar with as reliable.
I wrote some weird explanation, but decided against posting it since it was simply too confusing

This thread will explain it quite nicely.

Here is a review of the OCZ PSU.

All I see is that thread supporting what I said. Your memory speed determined by the memory divider. With slower memory you will be limited with how high you can set the FSB on the CPU.

1066Mhz memory will allow you to run it at 1066Mhz or higher or somewhere in the 800-1066Mhz range with lower timings then memory sold as 800Mhz with fast timings.

Anyways, I assume what you are talking about is using a divider of 1:1 at 400Mhz x 8 for 3.2Ghz? If he is planning on using a 1:1 divider and overclocking to 3.2Ghz then 800Mhz memory would be the way to go. If he is open to using other dividers then 1066Mhz would give increased memory bandwidth.

Yes, using any other divider other than 8 or 9 would require you to use PC-8500, but why would you need to? The real world difference between 6400 and 8500 is minute, even at 1:1 ratios.

Far superior hard drive. Get two if you can afford it.

Do get a 80GB if you plan to dual boot and want the Linux boot drive to stay away from the bulk of your actual data.

Your build is starting to look like mine, except I got a Core 2 Duo E8500 instead of a Quad.

You don't need to but 1066 memory it's relatively cheap nowadays so if you can afford it then why not? I won't disagree that DDR2-800 is a better value though.
