You did not earn enough eyebrows points. You will have to load one of your older save files. Make sure to pick the choices that would get you to interact with Chizuru more often. For instance, at night you have a choice what game to play, and with whom. Choose the one that Chizuru wants to play. Another example is a scene where you are given a choice which character you want to borrow a string from, again choose Chizuru.
