He did say 39 for years, but clearly he's adjusting his expectations based on practical reality. 8 hours is way, way short for this material - especially if these are 44 minute "hours", or basically double episodes.
Still - the whole point is, Maruyama has always contended that getting funding for a proper adaptation of such an non-commercial source in the modern climate would be next to impossible. So if he's lowering his sights a bit in order to get this done while he's still around to shepherd it through, how can one be anything but admiring? This is a great man, one of anime's staunchest defenders of ambition and artistic integrity. He deserves to see Pluto happen, even if it's an abridged version.
