I don't think the anime conclusion will be very satisfying if it only focuses on one path since it will leave a lot of stuff open, such as the identities of some servants, plus we all know that it has to be a happy ending for all of the good characters, so it's going to have to branch off a little imo.

They can't animate each storyline separately because they are basically alternate paths, which each one providing more information and backstory to the universe, but being unique. There would be too many conflicting events if they handled each path.

Like I said, I think it will be a combination of the 3 with some new content added in so that it can provide closure for all of the characters, and hopefully be dfifferent from the endings of the game.

Some characters have completely different personalities depending on what storyline you're playing in.

For example, Fate/UBW Shirou is completely different from his HF self.
