After watching the movie and watching camrip multiple times there no way Kira can be view as a failed accord. Once the black knight squad talk to Kira via telepathy that awoke his abilities as one of them. Kira mental interference(subconsciousness) attack on Lacus when Orphee had her in the trace knocked her out of it. Which is why Lacus got the newtype flash and Kira's voice is heard at the same time by her. Lacus even confront Orphee that Kira is still alive because of that mental interference.
Before Lacus was rescue Kira calls her again via telepathy therefore she knew he was coming and never lost hope. Even Orphee felt it later but he push it off as a uneasy feeling, in their fight together Lacus told Kira to links his mind/consciousness to her that the same thing as black knight squad becoming one to fight Shinn.
The same happened in Seed when he sensed Rau before his NT abilities awaken, in Destiny Kira was able to feel Mu presence to know he was Neo and disable his MS soon after. I believe Kira have to encounter certain people for his abilities to manifest.
In my opinion Kira is seen as a failure because he doesn't pursue his abilities but at the same time how can he do that when everyone that aware of his past see him as a threat?
