Canon and mandatory are two different things.
If you're just talking about canon then both the movie and the Megumin spinoff are. It's not like the series is pretending it didn't happen.
The movie takes place in between season 2 and season 3 while the Megumin spinoff is a prequel that takes place before the beginning of the series up until she joins Kazuma's party.
