Because it turns out the Dragon Keepers beat the Big Bads a looooong time ago and now they basically just employee to the foot soldiers left behind as slaves who have to come up with monsters week after week after week every Sunday for the Rangers to trounce. They're basically putting on a literal Sentai show and have to constantly lose in the process
.
But Fighter D (voiced by Yuusuke Kobayashi) is the only Duster who still has his pride as a warrior and wants to continue their quest for world domination...even if he's nowhere near strong enough to fight the Keepers who have pushed them down for years
