Technically an apartment by definition can never be "paid off" because you are only renting a room leased by the landowner.
What you're thinking of is a Japanese
manshon マンション or condominium where you can own the property, but that is usually in a much higher price range.
But there's always the much cheaper option: freeloading in an abandoned room that either no one owns or someone she knows lent it to her.
