Once again you're comparing apples to oranges.

A MMO that needs constant updates to drive engagement is not the same thing as a single player console game that needs the base product to sell before the DLC.
Most of the MMO's code is hosted server-side, which makes it easier for the developers to patch the game compared to a console game that already gone gold.

You also keep using FF15 as an example when it's possibly the worst example you could give. With the game's historically troubled development, the base game was not designed to support character switching. This is shown with the noticeably long time lag when switching from one character to another: since the party members all operated under different mechanics, the game has to inefficiently force itself to switch game logic every time you switch characters.

If FF16 is going to support party members, then the game mechanics has to be designed to support it before launch. Expecting another FF15 scenario is entirely inefficient and unrealistic.
