Doing a cyber-attack before a millitary one would be a smart move in this day and age but what would be the point of that mesage, especially if really comming from Russia? This is pretty much a warning, I cant see no reason to do so safe to a attempt to put more pression on Kiev in a attempt to make them do astupid move.
