Eins has no authority over the adventurers and subjugating immortal beings is going to be extremely difficult even if he had a huge army. However Akiba is already full of people of the land and they already recognize him as the de facto authority, and not only them, all the surrounding area do so as well.
So if Eins proclaims himself ruler of Akiba, the remaining adventurers would need to openly challenge him, and it could escalate into a civil war where every people of the land would side with Eins. Even if the free adventurers won, the people of the land would still turn their back on them.

Would they? The People of the Land support Eins on the premise he will protect them. But if the other adventurers publicly humiliate him, kill his people and break his stuff, that'll change.
The problem is that the Adventurers aren't united enough to say "this is our land, and these are our rules, which don't include subservience to People of the Land's bullshit aristocracy".
