The multiple races inhabiting this world are actually the results of in-depth genetical experiments. Scientists from a now extinct Mankind tried to create life forms able to live in a biologically (meaning, lethal, bacteria wise and whatnot) hostile and post-apocalyptic world and came up with several 'prototypes' with new genomes. Those races were derived from a frozen human being (which by then became the only man not suffering from mutations and medical problems) and some genetical meddling with other species' (dogs, rabbits, etc) DNA. Since the leopard is a quite strong animal, I suppose that is where the Giriyagina inherited that feature from.
Same thing for the Evenkuruga - their impressive combat skills were gained through genetical modification on the first specimens' DNA. I don't think they were meant to become warriors but since they had the wherewithal to gain superiority in fights, they chose to specialize in that field and made themselves into renowned fighters.
HOWEVER, one other race, the Onkamiyamukai, became proficient in magic because of a quite exceptional ancestor of theirs. Mutsumi (that's her name) was actually the life form closest to the human template (who actually was more than what people first thought, but that's another set of spoilers we're talking about) and gained powers that came in handy when the last remnants of a deteriorating Mankind were finally exterminated and a cataclysm of sorts took place. She eventually transmitted her powers (she is quite adept at sealing, btw) to her descendants, who became the Onkamiyamukai. And that's the reason why they are so skilled in magic.
The Shakukoporu don't have any special or noticeable skills BUT were favored by the now deceased scientists (well, sort of - you need to play the game to find out what ultimately happened to them), earning themselves the scorn and resentment from the other species. When the researchers finally disappeared, they were shunned by the other races and considered as outcasts. They nevertheless gained support from a third party, but it appears he has a hidden agenda behind his actions.
