Roswaal had actually ordered Frederica all the other servants other than twins to leave 3 months ago because the royal selection would have drawn unnecessary attention to them. Demi-humans aren't too fondly look upon in Lugunica and Roswaal backing Emilia's candidacy would worse their treatment from others.
