If you're referring to the Budget, then you can toss that out the window. Every anime has roughly the same budget.
Where it comes down to it are the time management, the animation staff and their skills.
Showa Genrouku Rakugo Shinju is a beautiful piece of work, but was it done by the same staff that did Log Horizon Season 2? No.
Both were done by Studio Deen, but that doesn't mean that both were done by the same staff.
