At least in the manga, it's supposed to be an inscription written in magic letters that can only be deciphered by someone with experience using magic as there are two methods: crystal balls which will teach you a single spell instantly or grimoires, which can have multiple spells that you can learn from providing you can read and learn it (and even if two people read the same grimoire they can learn different spells). Since Naofumi learned the latter method and the others the former, he was able to learn a spell but noted that for the others it might be different than an omni-boost if they can learn. If I also remember right, the stone was written by a former hero of the past.
