I feel like they kind of allude to it this episode. Each country is supposed to summon a hero, who work together to fight the waves around the world. This one country proceeded to not only summon all the heroes, but then didn't inform them that there even WERE other waves. So these other countries are having to deal with waves without heroes.
Thus I imagine she's likely doing political damage control.
