per volume 25's Jusshizoku meeting, since the hospital is in Tokyo and it falls within the Jurisdiction of Saegusa’s, so they are charged with search/capture of Minoru, while Juumonji’s are in charged with the protection of the hospital’s surrounding exterior, and Yotsuba’s will protect Minami in the inside of the hospital.
