Its not about fewer people are entering the industry.
FYI, there are a good numbers of freelance young animator inside and outside Japan, looking forward to contribute on anime, thanks to drawing technology made things simpler.

Its just, AFAIK:

1. Not all animation studios willing to hire them for more important projects because schedule reason and may lead to ineffective role coordination in case there's issue in midst of planned schedule (e.g. sudden change on broadcast) Made it hard for studio with tight schedule to hire them but for smaller project such as short animation for product commercial purpose.

2. Usually the new generation of freelance animator is looking forward to be hired by big studios, such as Sunrise, sometimes expecting to get paid higher than studio respective animators. This made smaller studio to be cautious to hire them for their big project; big studio surely can take it easy, then again they usually have more than enough resource to handle such big project.
