I'm not arguing he's bad at his job, my point is that Tatsuya is the one making actual magical breakthroughs whereas Ushiyama is just an extremely talented hardware engineer. If Tatsuya wasn't there Ushiyama literally wouldn't be able to produce the things he helped Tatsuya with but while it would be very hard to find a replacement for Ushiyama in the magic engineering world it's still doable, he's not in his own league really, only Tatsuya is.
