Why is it unjustified? Only a violent primitive medieval society think makes sense to export poisoned food intentionally, and then to follow up with mass mind control. And we see that their justice system is basically non-existent. Further the manga showed that the Windermerians don't understand the concept of a mutual defence pact, or for that matter what justice even is.
