Also those ruin are complete disrepair and Windermere has zero intention turn it into weapon until of course bombing. Even Hayate father, special agent also THINKS his boss went too far.
Also DE bomb fallout cause damage to planet dimensional space cause it to be more difficult to travel to space. Its only Windermere have to use ruin to enable them back to use FTL back.
