Kazama asks if they plan on trying to kill Tatsuya, to which Saeki says no, but they want to capture and “re-educate” him. Kazama understands that re-educate means brainwashing.

Kazama goes on to say that it may be possible to assassinate Tatsuya, but that is impossible to capture him. Kazama is worried that this conflict in a worse-case scenario could end up with Tokyo being sunk into a sea of fire.
