Actually its the other way around.
It was written as a movie, but turned into an OVA, then later repackaged back into a movie with the intended length for a feature film.
Moreover, as pointed out by Red,
originally Macross Plus as a concept had nothing to do with the Macross franchise. Hell, it was supposed to be about World War 3, centering around two pilots dueling against each other in midst of the war.
